Professor Hugo Strange is a villain from the Batman series. He used to be a normal psychiatrist, but he got overly obsessed with the Batman and his true identity, and he has plotted numerous schemes that revolve around genetics and mind control.

Like in the comics he is able to use his psychiatrist skills to figure out Batman's identity and tries to sell it to Joker , Two-Face  and Penguin . However Batman makes it look like he is scamming them. The villains try to kill him however Batman saves him in time. Due to a decoy everyone including Hugo himself thinks he is crazy.

He makes a cameo in the episode "Doomsday Sanction" as a member of Cadmus. He was originally supposed to appear in the episode "Question Authority" however because of his appearance in the show The Batman the character was off limits. It is also possible that he told Amanda Waller Batman's identity.

Hugo Strange returned in 1941's Detective Comics # 46. Using fear dust that reduced all in its path to quivering wrecks, the good professor no longer aspired merely to great wealth. Now he boasted that "they will let me take over the reins of the government. I can be dictator of America!" Once again, the Dark Knight and his nemesis were locked in battle at the edge of a cliff. Reeling, Strange fell over the edge. "This time," Batman remarked, "it really looks as if it is the end of the evil career of Professor Hugo Strange!"

He returned in the 1970s during the "Strange Apparitions" adventure. Having survived his earlier "death," Strange is running a private hospital for Gotham City's wealthiest citizens — where he holds them for ransom. When Bruce Wayne checks into the hospital to recover discreetly from radiation burns he received as Batman, he had unknowingly stumbled onto an elaborate scheme that transformed wealthy patrons into monsters. Confronting the hospital's Chief of Staff, Batman was stunned when Doctor Todhunter pulled off a mask and revealed himself to be...

Hugo Strange was once a respected Psychiatrist in Gotham City until he became fixated on one subject:  Batman . He followed his every vigallante move and analyzed his every gadget until he made a patient profile that fit only one man in Gotham City: Bruce Wayne . 

Arkham City was built after Hugo Strange was working in Arkham Asylum, he had been able to get full access to the Mad Hatter and asked him how to mind control people. When the Mad Hatter opened up after a suprise present known as Alice, Hugo Strange mind controlled Quincy Sharp to sell Arkham Asylum and build Arkham City in the North of Gotham. Hugo Strange devised a plan to steal Bruce Wayne with his new security enforcments for Arkham City known as TYGER.

A brilliant psychiatrist and skilled manipulator who operated out of both Blackgate Prison and Arkham Asylum , Professor Hugo Strange spent years studying the Dark Knight, and eventually accomplishing a feat that few ever did; deducing Batman 's identity. Armed with that knowledge and a great deal of cunning, Strange formed an alliance with Ra's al Ghul and his secret organization, the League of Assassins . Outlining his plans with Ra's to assume complete control over Gotham City and purge its population, Strange also lusted to claim the League and the secrets of immortality that they possessed for himself by proving to be a worthy successor to his new master.

Manipulating political activist and Warden of Arkham Asylum, Quincy Sharp , via mind control drugs, Strange enabled Sharp into becoming Mayor and authorized the construction and opening of Arkham City , an anarchist prison that was built in the heart of Gotham, to hold thousands of inmates and even innocent people. Forming connections throughout Gotham's criminal underworld, Strange eventually targeted Bruce Wayne in order to complete his plans to implement Protocol 10 , an operation that would murder thousands and pave the way for Ra's and himself to conquer the world.

After spending years intensifying his studies on Batman, Strange also became intrigued with Batman's perfect code of justice-no one died by his hand. Strange's longing to become the Dark Knight became an obsession, who desired to inherit the legend of such a crime-fighter and use it to obtain his own lusts and desires. To that end, Strange worked alone, and used a series of complicated psychological profiling techniques to identify the man behind the cowl of Gotham's Dark Knight; billionaire playboy, Bruce Wayne.
